If you talk about the “heat of a system”, it has no meaning of its own. You're then referring to its thermal energy.
When that thermal energy is being passed on to some other system (which manifests itself in the form of its increased temperature), then we say that heat is being transferred. Heat is always a boundary phenomenon.
