difference between the village of palampur and other villages like jhalaria

Palampur belong to Class 9th book ncert. In Palampur there is NYC communication system whereas in village like jhalaria I think that there is a lack of communication. Also, in Palampur electricity is present and in jhalaria can't. here farmer use modern types of instrument to irrigate his field but jhalaria can't.
