Total available graphics means the total graphics your CPU has which is mostly of Intel's or AMD's they are the types of GPUs which are embedded on your motherboard means you cannot increase it or decrease it but dedicated Graphic cards means Dedicated GPUs are made to perform heavy graphic or media tasks they are generally made by Nvidia.
People having Desktop can increase as well as decrease or even install a GPU but the case is not same in Laptops ,if you own a laptop and want to increase them you can't , I mean there is a way but it's hectic!
