Difference between union cabinet and council of ministers

Union Council of Ministers. ... It consists of senior ministers, called 'cabinet ministers', junior ministers, called 'ministers of state' and, rarely, deputy ministers. It is led by the primeminister. A smaller executive body called the Union Cabinet is the supreme decision-making body in India.

It must be understood first that the Cabinet is the highest decision making and policy making the executive body in India. It can be taken as a subset of Council of Ministers.

1. Council of Ministers is a bigger body of which the Cabinet is a small part.

2. All Union Ministers constitute the Council of Ministers while the Cabinet consists of the top 15-20 ministers only. But important Ministers are made the members of the cabinet.

3. Policy-making is performed by the Cabinet and not by the Council of Ministers.

4. A full meeting of the council of ministers is rarely held. The meeting of the cabinet is held weekly or as the case may be.
