Formalism means application of rules to the society as they are laid down. Formalism does not look for anyone's happiness or sadness. The rules should be followed strictly.
Whereas Utilitarianism is the idea and goal of the most happiness for the most people. Not only happiness in the elementary sense of the word, but more fulfilling as in spiritual.

Utilitarianism is the real trick and objective of the most bliss for the vast majority. Not just joy in the basic feeling of the word however additionally satisfying as in profound, too. Existentialism.
While, formalism is life by the principles, teachings and has more accentuation on the appearance, of appropriate, productive and astute, in a controllers fashion. As though being politically right at any point helped anybody, thing, place, or time, yet such a wonder of appearance. Appearance to care, that is.
