A voter is one who elects the representatives!Common people are often denoted as voters! A voter should be legally 18 years old to cast his/her vote!

A representative is one who stands in the election! Once elected, a candidate would become a representative!A candidate should be legally 25 years old to contest in election!

Hope this helps!!
