The difference in my opinion, is that wailing is more of a cry, it's not neccisarily intentional, but is done because of pain, or in an animals case, because they are in heat. Basically, wailing is not a forced sound, itsminstinct.  Howling on the other hand, is definately intentional.  It's more like a call, or a sound you might hear at, per say, football games, they CHOOSE to howl for their winning team.
