Nucleophilic substitution-
C2H5Cl + KOH (aq)-> C2H5OH +KCl
It can be sn1 or sn2 mechanism. One strong nucleophile (here OH-)substitute a weak nucleophile(here Cl-).
Elimination reaction-
C2H5Cl +KOH (alc)->CH2=CH2 +KCl+H2O
[Beta elimination reaction]
Hydrogen is eliminated from beta position with release of water.
