An electropositive element has a tendency to lose electrons. It forms positive ions(cations) due to electron loss.
An electronegative element has a tendency to gain electrons. It forms negative ions (anions) due to electron gain.

The electronegativity is the tendency of an atom to receive electrons from another one to complete the octet rule, (it's when that atom has many electrons and the easiest way to complete the octet rule is accepting electrons) and the electropositivity is the opposite thing, it's when it's easier for an atom to give away electrons to complete the mentioned rule.
Electronegativity increases from left to right and up to down in the periodic table.
