Spicy doesn’t mean “tastes of capsaicin”; it doesn’t even mean “hot”.

Spices are vegetable products (usually) which have a highly concentrated flavour which can be used to alter the flavour of other ingredients in various ways. Some of them, for example chillies, pepper, ginger, horseradish, mustard, wasabi, are hot spices; others are sweet spices. For example, a traditional spice cake usually includes a small amount of ground ginger, but otherwise is flavoured with cinnamon, nutmeg, cloves and allspice (a dried berry which tastes similar to coriander, and can be substituted if you have to). Like any other cake, it’s sweet, but it’s definitely spicy.

Ginger is native to Indonesia, but has been cultivated for thousands of years and spread all over Eurasia and Africa. After pepper, it was the most widespread hot spice in the old world before the Columbian interchange. If ginger isn’t spicy, I don’t know what is.
