General election are held on all seat of a constituincy and all elected members start their fresh service.
While by election are conducted between the time period of two general elections to fill seats which fall vacant due to death or resignation of elected member of that constituincty..

For example in india general elections are held in every 5 years and after that general election result the elected mp's elect prime minister of india.
While in between these 5 years if any mp died or resigns from his membership then ' by election ' would be held to choose a new mp in place of that.
