1) A democratic government cannot do whatever it likes, simply because it has won an election. It has to respect some basic rules. It has to respect some guarantees to the minorities.
Every major decision should be taken after a series of consultations. Elected persons should be responsible to the people as well as to other independent officials.
2) in a non democratic country, all the people are at the mercy of the dictator or the military rulers. They may face not respond to the people's need.
People are not free to express their opinions. Criticising the government or rulers in a non democratic country would lead to severe punishment
