The Federal Executive Council is made up of all government ministers and the Governor-General.
the provincial executive administers the province. The Provincial Executive is an Executive of the Council, to be composed of the President, the immediate Past-President (one year position only), the First Vice-President, 22 members elected on a regional basis at the local level.

The federal government has the legislative, executive and judicial branch, while the state government is a unique entity, all its own. ... If the federal government is headed by the president, the state government has the governor as its highest elected official.
