First class is letters and flats with postage affixed. Second class are magazines, not catalogs. First and second class mail are the most important to get delivered daily, as compared to bulk (letters and flats) which may be curtailed if necessary. First and second class mail is always forwarded, with a forward on file, or returned to sender if there is no forward. Bulk mail is tossed unless it has an endorsement on it, such as address correction requested. Those are also forwardable and can be returned to sender.
