Group 0 elemeny in their outermost shell has 8 electrons. Hence it is an OCTET. They rarely take part in a chemical reaction becoz they have complete Octet.

Halogens in their outermost shell has 7 electrons. Hence it does not form an OCTET. They take part in a chemical reaction to complete their Octet.
