Answer:

Facultative neoteny occurs in individuals or entire populations as a result of environmental factors. For example, in extremely cold temperatures, where a terrestrial existence would be inhospitable, individuals or populations may remain aquatic, retaining larval characteristics into adulthood. The urodele will spend its time in the larval/tadpole form and can mate in this form as well. It does not usually go through changes but is responsive to thyroid hormone and can undergo metamorphosis. ... Obligatory neoteny is when the urodele does not respond at all to thyroid hormone.

Obligatory Neoteny is when the urodele does not respond at all to Thyroid hormone. It doesn't undergo metamorphosis and therefore remains in laval form its entire life. It can mate in this laval form.

Whereas, Facultative Neoteny is when metamorphosis is optional and conditional. The urodele will spend its time in the laval /tadpole form and it can mate in this form as well. It does not usually go through changes but is responsive to Thyroid hormone and can undergo metamorphosis. The urodele can mate in either form.
