The Vice President is just a replacement for the President should the President die or be otherwise unavailable. He formally chairs the Senate and has the casting vote there. Otherwise he does nothing.

The Prime Minister is the Chief Executive, effectively similar to the President. He is also the leader of one of the houses of Parliament - the equivalent of the House or Senate Majority Leader (or both, if you like, given the powerlessness of the House of Lords).

This would appear to make him hugely powerful, having the power of both the President and the majority party in Congress. However, unlike the President, who has a fixed term and is almost impossible to displace, the PM serves only as long as he has the support of his colleagues in Parliament.

So the PM is much closer to the President than to the Vice President.
