Passive Citizens had no property or voting rights. They were protected by the law but had no say in the making of government bodies. Active citizens were literate adults who had been resident in France for a certain period of time (I think one year) and they paid at least a certain amount of taxation

Active citizen means the person. Who can vote .
Eg ,the men above 25 years old .
Passive citizen means the person who cannot vote .
Eg , womens , artisans .
