On  is often used in speaking of things at rest; as,

He sat on a chair.

I think you will understand the difference through these examples:

  1. The key is kept on the table.

(It is mostly used when an object is kept upon another object and the surface of two objects is in contact of each other.)

2.The cat is hiding under the table.

(Here the surface of the two objects will not be in contact I.e the cat's head is not touching the surface of table.)
