“Gifts of nature” implies a that a passive receiver gets some unearned benefit from a “giver”— in this case called “nature” (likely perceived as the physical world writ large). As such, it anthropomorphizes “nature” with a purpose and is designed to engender feelings of gratitude for its “gifts” — perhaps excluding hurricanes, earthquakes, droughts, blizzards, and volcanoes.
“Natural resources” refer to the things or qualities of nature that have utility for humans — its forests, oceans, fertile soils, minerals, and ores. It recognizes that the world has of many physical elements, only a subset which is currently useful for human welfare. Those “resources” are available to those who have the technology and will to acquire them — a more activist and aggressive approach to nature and doesn’t require a “giver”.
