In many cases they are the same, but not all.
Liberties relate to freedom of action. There can be a right to liberty, but no liberty to rights. For example, the liberty to choose your own bedtime or the liberty to select your own car. The latter does not mean you are entitled to own the car, only that you have the liberty to select what you arrange to own.
Negative rights are immunities from interference or inhibition, as in the right to speak freely without government threats of violence, or the right to defend oneself, or the right to control (own) property. Many rights are liberties but some are not, such as the right to life or the right to have property.
Positive rights are entitlements - thing others are duty-bound to provide you. For example, the right to decent housing means that someone else must provide you housing or be punished for failing to do so.
