Starch solution is a colloid and sand in water is an example of suspension. So the differences between them on the basis of stability and transparency are as follows-
●On the basis of Stability-
Starch solution (colloid): Colloids are quite stable i.e. their constituent particles (solute particles) do not get mixed with the solvent but also they do not settle down.
Sand in water (suspension): Suspensions are not stable i.e. after some time of letting them stay undisturbed, their particles settle down. So they are not stable.

●On the basis of transparency-
Starch solution (colloid): It is not transparent i.e. it is opaque and show Tindal effect.

Sand in water (suspension): It is not fully transparent i.e. it is translucent.
