a. The French policy-makers wanted to educate the people of Vietnam, because they considered education as one way to civilize the “natives".
b. They were driven by the idea of a ‘Civilizing Mission’, and considered it their duty to bring modern ideas to the colony and to reshape its culture.
c. Thus, besides setting up schools and dismantling the old education structure, French had to confront the problem of language.
d. Since Chinese was spoken by the elites, French faced the problem of replacing it and decide on the medium of instruction.
e. Some policy makers felt that medium of instruction should be French as they believed that the language so introduced in Asian countries that is in Vietnam will establish Asiatic France . It will tie the colonies it with European France.
f. It will introduce colonies to European values, culture and they would respect French sentiments, ideals, norms and its superiority
g. It will help in the consolidation of French rule
h. Some on the other hand believed that Vietnamese must be taught at lower classes, and those who later learnt French must be rewarded.
