hey different people have different development goals ..

eg.

the industrialist want dams .. and there the labour wants more days of work and high wages..

as see industrialist want dams but labour want wages and more days of work means both have different views of development so this show us that people have different development goals ...

Different people have different development goals. Development for one may not be development for other.
For example: a multipurpose dam may be development for government but it may be a loss for the people who are displaced from that area for making that dam.
For them the development is more agricultural production and better facilities of living.
