The developmental goals of different categories of people are not same because every individual has a different need. For instance, a rich business man requires money to buy an estate, however a beegar needs money to eat food two times a day. Thus, people of different social strata have different requirements.
Different people have different developmental goals according to their needs.

For example:If a family from poor background gets a new stove in their kitchen, they are very happy and satisfied. But the family from rich background needs their whole kitchen to be changed as they have much money.

So this is how development differs from different people.

Everyone has different development goals in life. Some want to become a doctor, some want to become something else. Everyone has different needs. Some have a house, needs, a car. Some needs a home. Everyone has different needs. It depends on how they use it. Rich people need food for healthy life. Poor people need food to survive and for kids. Rich people need money for buying things. Poor people need money for making a living
