different persons have different developmental goals: one's development goals sometimes it doesn't favored by others sometimes this goal leads to destruction of others example: multipurpose dams are built by the government for preventing flood, fish breeding etc this is their goal, but it is destructive to others it causes large displacement of people, people are forced to leave their homeland.
