Measurement is crucial for any civilization. One cannot sell or buy, nor can inherit or pass the heritage; one cannot possess a piece of land without having at least the slightest idea about measuring.
It is not easy to measure, though. One needs a unit, a method and an instrument. So, any civilization found its own ways to do this.
Eventualy, when a civilization expanded, on the expense of another, it imposed its rules, way of life, sometimes language and, eventually, units of measure, if not only than to tax the new subjects in a familiary way.
