Active and passive citizens were in France.during the French Revolution.
Active citizens maens the citizens whao are given the right to vote and they are the clergy and the big landlords.
Passive citizens are the citizens who are not given the right to vote and they are the women and the poor people and also some common people.

ACTIVE CITIZENS :-

- the man who are above 25 years of age and able to pay minimum taxes i.e is 3 days wage of labour is known as active citizens.

PASSIVE CITIZENS
- the people who are below 25 years women men children accident does not have to pay the taxes about 25 years were not able to pay the minimum taxes are known as the passive citizens.
- the not having right to vote .
- there are 24 million passive citizens in the world
