Ah, well, there are actually many steps in painting..
1) sand the surface (if necessary - e.g. for glossy, very smooth surfaces, to give the paint something to adhere to)
2) clean the surface. Preparations vary, but it must be free of grease/oil at the very least for paint to adhere, and also dust. (a little bit of dry dirt or staining won’t hurt, to be honest, as long as it is stuck on hard)
3) prime the surface - this goes on under the paint and gives a buffer layer. Especially important for metals because it will contain corrosion inhibitors and other chemicals that are designed to help paint stick
4) apply a base coat. Ah, we’re finally at one of your steps. The base coat is the first coat of paint, and usually applied lightly and then allowed to dry (see paint container for drying times)
