Difference between election and midterm election
Apart from general elections and by-elections, midterm election refers to a type of election where the people can elect their representatives and other subnational officeholders (e.g. governor, members of local council) in the middle of the term of the executive.
The Commission has the power to disqualify a candidate who has failed to lodge an account of his election expenses within the time and in the manner prescribed by law. The Commission has also the power for removing or reducing the period of such disqualification as also other disqualification under the law
Elections keep a democratic country functioning, as they give people the right to select their own government. However, there are ways a government can "fix" elections. Opposition candidates are permitted in former USSR countries, but they are usually prevented from using broadcasting or the newspapers.
