There are two different a types of crust, oceanic and continental. There are 16 tectonic plates on earth that makes our earth living (tectonically active). The plates depending on their boundaries can create volcanos, oceanic-continental convergent. Oceanic-oceanic convergent boundaries makes hydrothermal vents). Continental-continental convergent boundaries creates mountain formations. Convergent boundaries are the destruction of a tectonic plate, therefore two plates are being pushed together and depending on which plate is more dense is the plate that gets pushed under the other plate and get distroyed by entering the mantle (largest layer of the earth). The plate that is destroyed is always the oceanic plate because it is clear more dense which it is why it is sunk to the bottom. New plate must be forming then or else this would mean the earth is getting smaller which is not the case therefore brings us to, Divergent boundaries are the creation of tectonic plates. The creating of oceanic crust is two plates being pulled apart from each other and slowly as it cools will become less dense and float to the surface and become continental crust.

Answer:
Plates can be made up of both oceanic crust, which is thinner and denser, and continental crust, which is thicker and less dense. You can think of plates as the sections that move in plate tectonics. The Pacific Plate is entirely made of oceanic crust. The North American Plate is made of oceanic and continental crust.
So if crust is the outer shell of the earth, the plates are the sections that move because of convection in the mantle.
