it is frequently heard that the key point for democracy is that it is the rule of the people, the power is in the hand of the people. This is of course basically true, however, such a definition is too general and not very practical, because EVERY autocratic government claims that they represent the people: Hitler, Mao, Stalin, Pol Pot, the Kim Dynasty all claimed that they represent the will and the interest of the people (and if anyone disagrees with them they are enemy of the people).
I made a list of some clear-cut features which are helpful for distinguishing a democracy from a dictatorship (see table below). The world is, of course, not black-and-white, the majority of the countries are neither strong democracy nor strong dictatorship, but somewhere between the two: the democratic organizations exist, but not as strong as they could be, or do not function as well as they should.
