The medium whose particles are densely packed (say water) is a denser medium and the medium whose particles are loosely packed(say air) is the rarer medium.

And if you are studying light refraction then in terms of physics,

The medium in which the light changes its path and bends towards the normal is the denser medium and the medium in which the light bends away from the normal is the rarer medium.
