in federal form of government there are two levels of government. the central government cannot order the state government to do something in this form of Government the state government has power of its own which is not answerable to the central government.
in unitary system that there is only one level of government or the subunits are subordinate to the central government. the central government can pass an order to provincial on the local government. in unitary system that the national government has all the powers.
