A strike is a complete walkout from a workplace that stops all work. A ‘go slow’ or ‘work to the rule’ is a situation where employees slow down all procedures while doing their job to force negotiation on job related issues. It is particularly used by public employees to slow down their government agency function and create public pressure to negotiate change or address issues. Public employees are usually banned from striking if their jobs involve public safety. An example would be a police force enforcing all laws and regulations to the maximum, such as arresting citizens for jaywalking, and writing citations for driving 2mph over the posted speed limit 100% of the time. The result would clog the courts and generate massive complaints to elected officials, blaming them. It works very well, actually.
