A (conventional) 'fuel' has stored energy which is released in the form of heat when the fuel burns; that is exothermic reaction known as 'combustion' takes place.This fuel is certainely a source of energy ex:petrol,natural gas,firewood ...etc
But electrical energy,solar energy,wind energy,hydraulic energy..etc are sources of energy which are not fuels.
Enriched uranium or plutonium etc used in nuclear reactors is referred as 'nuclear fuel' even though the reaction in case is a nuclear fission reaction and no combustion.
