The difference lies fundamentally in the distribution of power among various stakeholders. The power is evenly distributed and members are given access to their have-say. This is a more democratic situation. Equality is prevalent and the decision making lies within [ as far as possible ] in the hands of all the members concerned. Imagine on the workings of the EU and the United Nations General Assembly or the House of Senate. Oneof the drawbacks of such a power sharing is the dilemma that has haunted the policy makers - As Professor Richard Haass contents that : “Multi-lateralism's dilemma: that the inclusion of more actors increases the legitimacy of a process or organization at the same time as it decreases its efficiency and utility.”On the other hand, thecogwheels of a vertical power sharing are typical of a heirarchal as research and suggestions collated and collected by the lower rungs of power are submitted to the higher ones who are primarily given the power to decide the matters. This suggests a semi-democratic situation,however, there is no stagnationof decisions and many axes to grind which would otherwise halt the process and give a diluted and wilted suggestion.
