The difference between local and sesonal winds is that sesonal winds are much more stronger and have a bigger force and impact but on the other hand local winds are like breezes they have very minimal force. Also seasonal winds happen in a much more vast area and local winds are usually compact winds.

Permanent winds last over a place on earth throughout the year. Ex- Westerlies, Trades, etc.
On the other hand, local winds last over a very small area for a short period of time. Ex- loo, mistral, etc.
