According to the Constitution of India, the real administrative authority is sustained by the Council of Ministers. The Council of Ministers is headed by the Prime Minister of India. Article 74(1) of the Constitution asserts that the Indian President is assisted by the Council of Ministers.
The Governor represents as a nominal head. The Governor of a State is selected by the President of India. The Governor is the nominal head because the administrative authority of the State is vested in him as assert by Indian Constitution.
