Stocks are Resources that exists but have not been utilized owing to lack of technical expertise.
Eg: Making hydrogen and oxygen from water.

Reserves are Resources for whose utilization man has the technical know-how but has not started using them.
Eg: Uses of river water for generating electricity.

As you see(from example), Stock Resources, on knowing Technical Utilization become Reserves. So Reserves is  subset of Stock.
