Subject cataloging refers to the determination of the "about-ness" of a particular work in hand.  The name suggests, its a type of cataloging, segmentation.

This function generally involves the work of one or more subject headings from a specified subject dictionary, for example: Library of Congress Subject Headings.

Subject indexing on the other hand is an act of describing a document on basis of its index terms. it may be other symbols as well. This is so we are able to tell what the document is about. This makes it easier to find it.
