By the criteria of who holds the political power, a dictatorship can be autocratic or oligarchic.

In autocratic dictatorship, one person alone holds the power.

A military junta is a form of dictatorship, but the power is held by a group of people (usually high ranking members of the military) rather than one person. It can be considered an oligarchy.

In an oligarchy, the power is held by a select few, a small or large group of people (e.g.: a state ran by a council of ten powerful people can be considered an oligarchy but so can be a state ran by an entire social class containing thousands). While not inherently tyrannical, throughout history oligarchies have been dictatorial (as the few in power cared little about those not in their group).

The Soviet Union under Stalin was autocratic as Stalin was the absolute highest authority having virtually no limits to what he could do in terms of (internal) politics. The Soviet Union under Khrushchev was not autocratic, but somewhat oligarchic as the Communist Party as a whole (or the leading body to be more precise) held political power. Khrushchev did not have the unchecked power Stalin had, even being forced out of office by fellow party members. There’s your example, I think this best demonstrates the difference between an autocratic and non-autocratic system in a dictatorship.
