differentiate in political executive and permanent executive

Political Executive includes those persons who are elected by the people. While on the other hand Permanent Executive includes those persons who are appointed by any centre or state body. ... Political Executive is responsible to people for all his decisions but a Permanent Executive is not responsible to people directly.
