The formation of United Front coalition government of 13 parties (by Deve Gowda in June 1996 and Gujral in April 1997) and BJP-led coalition government of 18 parties (in Vajpayee’s regime) in March 1998 were found to face pressures of coalition partners contributing to instability and hindrances in progressive measures.

The pressures of various parties like AIADMK, Tirnamul Congress, Akali Dal, Indian National Lok Dal (Om Prakash Chautala of Haryana) and Samta Dal (Bihar) during 13 months on Vajpayee’s government and threats of withdrawing support on slight issues are well known. Why in a country like the United States, we have only two-party system is that there is no such thing as a party whip which controls the voting pattern of the legislators.
