A hazard is something that exists with the capacity to cause problems in the future. An earthquake fault under a city, a steeply inclined hillside with erosion patterns above a housing development, or a high voltage power line above a swimming pool are all hazards. They all have the potential to cause problems, but the problem has not manifested itself as an event.

A disaster is an event that overwhelms the infrastructure that is in place when the event occurs. For example, an earthquake of significant magnitude occurs and all of the local response agencies are fully committed to the event, but they do not have sufficient resources (personnel or materials) to provide for all of the people who need help.

In a disaster, this condition will persist for some time. It will cease being a disaster, in active terms, once the resources are sufficient to meet all of the needs of those in need. The most usual problem is that the areas in which disasters occur are often isolated by the event so that it is difficult for outside responders to access the area in which they are needed. While we might like to think that responders can simply be reassigned at a moment’s notice, doing so would leave gaps in the services that are usually provided where those responders are and that would make the people they serve less than happy with them.

It takes time to gather the appropriate information that responders need in order to apply their resources most efficiently. Once they have the information, they can move their resources accordingly. The time that it takes to allow this to happen may be a matter of days rather than minutes or hours. Once on the scene, the responders will have to work with whatever material is available to them as resupply can take time because the first wave of resources is still being distributed.

Hazards contribute to disasters as pre-existing conditions. There have been foggy days on which many cars collided with one another on the freeway due to the lack of visibility. The fog was a hazard and the fifty cars that crashed were the disaster.
