Let's go through those laws:

The first law states that planets move in an elliptical orbit, with the Sun being one focus of the ellipse. This law identifies that the distance between the Sun and Earth is constantly changing as the Earth goes around its orbit.

Kepler's second law of planetary motion describes the speed of a planet traveling in an elliptical orbit around the sun. It states that a line between the sun and the planet sweeps equal areas in equal times. Thus, the speed of the planet increases as it nears the sun and decreases as it recedes from the sun.

Kepler's third law of planetary motion describes that the square of the orbital period of a planet is proportional to the cube of the semi-major axis of its orbit.

⇒ Obviously it is the third law because it describes that,   if you know the period of a planet's orbit (P = how long it takes the planet to go around the Sun), then you can determine that planet's distance from the Sun (a = the semimajor axis of the planet's orbit).

From where the 3rd lasw is formulated?

⇒ Then think about the emphasizor of the gravitational force, yup it might be and is related with Newton's law of gravitation. It is formulated from newtons first law of gravitation that every object of the unverse attract each other towards it and its proportional to the product of their masses and inversely proportional to the square of the distance from their centres.
