Most of the people have travelled with that road.
Road 2.
Most of the people have not travelled through that road.
Their appearance 're same but their way of inviting the people's is different. As per the authors opinion.

the poet finds the first road was less travelled by another people as there was no sign of footsteps over them while the other road was travelled by the people ...he chooses the first road coz he felt that the road needed to be walked along.....
