Reason :- In water we all know that hydrogen ions are present . We also know that concentrated sulphuric acid contains less amount of water then dilute sulphuric acid . which indirectly means that in concentrated sulfuric acid the the amount of hydrogen ions are less than that of  dilute sulphuric acid. And the power or the strength of an acid depends on the number of h + ions which is present in more numbers in dilute sulphuric acid therefore dilute sulphuric acid is more stronger than concentrated sulphuric acid .
