In CHCl3 the dipole moment of C-Cl bond is towards Cl.. so since it has tetrahedral geometry and dipole moment is a vector quantity, the vector sum of all would try to cancel out. They are in outward direction so will cancel to some extent. While in CH2Cl2, the C-H bond has dipole towards C and there are only two C-Cl bonds. So it wouldn't cancel. It partially remains
