dipole moment of phenol is smaller than that of methanol . why ?

The lone pair on oxygen atom is used for delocalization in the phenol ring due to which there is a double bond character between C-OH bond and there is positive charge on the oxygen atom as well due to which phenol is less polar and thus has less dipole moment.
